Dr. Uday Desai

SPA Director

Professor Uday Desai received his Ph.D. from the University of Pittsburgh. He was chair of the Political Science department at Southern Illinois University from 1995-2005. He was a Fulbright Senior Specialist, at the Department of Government, University College Cork, Ireland in March 2005 and a Fulbright Fellow at the University of Malaysia Sabah in Spring 2004. He has been a Visiting Professor in the School of Public Policy and Administration, Carleton University in Ottawa, Canada, and at the Administrative Staff College of India in Hyderabad, India. He has also been a Visiting Scholar at The University of Texas at Austin and a Senior Research Fellow of the American Institute of Indian Studies.

Desai teaches public administration, organization theory and behavior, policy analysis, and environmental policy and administration. His published works include Profiles of Leadership: University Vice Chancellors in India (Hindustan Publishing Co., 1991), Moving the Earth: Cooperative Federalism and Implementation of the Surface Mining Act (Greenwood Press, 1993), Ecological Policy and Politics in Developing Countries: Economic Growth, Democracy and Environmental Protection (State University of New York Press, 1998), Environmental Policy and Politics in Industrialized Countries (The MIT Press, 2002), and over forty-five journal articles and book chapters.

Desai has conducted several training and research projects in Russia, Bulgaria and India funded by, among others, the Bureau of Education and Cultural Affairs, U.S. State Department; U.S. Department of the Interior; United Nations Development Programme (UNDP); The Aspen Institute; the American Council of Teachers of Russian (ACTR); Foreign Affairs Office, Liaoning Province, China; and the Indian Council for Social Science Research (ICSSR).

He teaches institutional development and behavior, program and policy evaluation, and comparative public administration. Professor Varma holds Ph.D. in Science and Technology Studies from Renssalaer Polytechnic Institute. She teaches Analytical Research Methods and Public Policy for the SPA and Technology in Society for the School of Engineering. Major research areas are Immigrants in Science and Engineering Workforce, Women and Minorities in Information Technology Education, and Management of Industrial Science. She is recipient of research grants from the National Science Foundation and the Sloan Foundation.

Chih-Wei "Will" Hsieh (Hsieh is pronounced as "shi-e") holds Ph.D in public administration from the Askew School of Public Administration and Policy, Florida State University. Before coming to the U.S., he served in the Taiwanese central government and worked as a Taiwanese coastguard. His research interests focus on public service delivery, human resource management, organizational dynamics, and non-profit governance.
